Coverage still depends on the source agency and its data feed. A missing name does not prove that no arrest, transfer, or release occurred.
For an Atkinson County arrest, begin with the agency context shown in the result. A person may be booked by Atkinson but physically housed in Coffee County because the sheriff says female inmates and overflow male inmates are housed there. VINE may reflect the receiving agency if that facility supplies the status. State prisoners belong in Georgia Department of Corrections records. Federal and immigration custody require separate federal tools.

A released notation normally means that the supplying agency no longer reports the person in that custody. It does not establish that charges were dismissed, a sentence ended, or the person entered the community. Bond, time served, transfer, parole, and another agency's hold can all lead to a person leaving one custody record.
Register Atkinson Release Notices
After selecting the correct person, use the registration or notification option. Available channels may include telephone, email, text message, or an app alert. Enter contact details carefully. VINE Is Not a Release Log
VINELink answers a narrow question: has a participating custody source reported a change for this person? It does not replace the Atkinson Offender Index, a sheriff's release record, or a court disposition. The Offender Index has Current Inmates, a last-24-hours booking view, and a booking-date search with an option to include previous inmates. Those tools can show local booking context that VINE may not retain.
A court file answers a different question. It may show a bond order, dismissal, plea, sentence, probation order, revocation, or credit for time served. These entries can explain why custody changed. The Clerk of Superior and Juvenile Court handles felony and other Superior Court records, while Probate and Magistrate Court maintains matters within its own jurisdiction. Use VINE for notice, then use the originating record for the legal basis.

The CJCC statewide launch notice describes Georgia's VINE Appriss system as an automated notification service. That statewide origin matters in Atkinson County. A formal Georgia Open Records Act request can seek the public booking, custody, and release record. Route State and Federal Custody
A Georgia state prisoner should be searched in GDC Find an Offender or the GDC Offender Query, not only in county VINE. GDC information may show the facility, charges, photograph when available, and release-date information. If the person left state prison on parole, the State Board of Pardons and Paroles Parolee Search and Georgia Department of Community Supervision records can show the post-release setting.
Federal Bureau of Prisons records are separate. The BOP locator covers federal inmates from 1982 forward and may show a release date or “not in BOP custody.” Immigration custody is also separate. Use the ICE Online Detainee Locator and DHS VINE only when a detainer or immigration transfer is documented. No Atkinson County ICE detention contract was found in the project research.
Transfers Are Not Community Release
A person can leave the Atkinson roster without walking free. The sheriff's housing arrangement with Coffee County is one example. An external warrant, state commitment, federal process, or immigration hold can also move a person to another authority. VINE may report release from the first agency even though another agency immediately assumes custody.
When the destination is unclear, ask the Atkinson jail whether the event was release to the community or transfer. Then search the named receiving system. For an immigration hold, use the ICE locator or DHS VINE. For state commitment, use GDC. For Coffee County housing, reconcile both jail records. This cross-check prevents a custody transfer from being mistaken for the end of confinement.
